Many still using free blog service such as blogspot, myspace, etc. Want to get your own domain name? eg: yourname.com
Many blogger just ignore it or not really understand how. All these reasons stop blogger to get their own website name.
In my opinion, I think money investment is the first reason. Second is don’t know how to maintain.

HyperWebEnable is very interesting, I didn’t know about it till today! Good find indeed. But some day everything maybe gone into HyperWebEnable’s hands. I wonder why they’re doing this for free.
Not totally free though, they’d put 2 banner ads and 1 text ad on site, that’s not much ok since the blogger is left with very little space to put his own ads or else the website will look like ad house not blog!
