Now the question comes, how to find targeted followers? The best way is search keyword in Twitter Search. Enter the keywords that you targeted, you’ll find users talking about that topic in real time. Follow them that shows up in the search results.

When they see you follow them, they will check out your twitter profile and see some of your tweets. If the tweets related to their interest, normally they follow back. Retweet some of their tweet to build up the relationship.
